1. Essential educational qualifications

Master’s Degree in Library Science or Library and Information Science from a recognized university or institute.

Essential experience

At least five years of professional library experience in any of the following eligible organizations:

• Central Government or State Government

• Union Territory Administration

• Autonomous or statutory organization

• Public Sector Undertaking (PSU)

• Recognized university

• Recognized research or educational institution

2. Eligible service and pay-level requirements

Candidates must satisfy the prescribed service conditions and hold an eligible regular post in their parent organization. The circular specifies any one of these routes:

3. Desirable qualifications and experience

• Desirable qualification: Diploma in Computer Applications from a recognized university or institute.

• Desirable experience: One year of experience in computerizing library activities in an eligible government organization, university, PSU, autonomous or statutory organization, or recognized research or educational institution.

4. Special provision for departmental candidates

The circular also provides for consideration of departmental Assistant Library and Information Officers in Pay Level 7 who have:

• Nine years of regular service in the grade.

• At least a Bachelor’s Degree in Library Science or Library and Information Science.

• Successfully completed the prescribed two-to-four-week in-house training in Library and Library Science.

If selected, the departmental candidate’s appointment will be treated as a promotion.
